New Conforming Business Moving Into APZ-1

Step One:

Obtain APZ-1 Compatibility Letter from the Zoning Administration Office or by downloading the PDF. In this Compatibility Letter, please pay particular attention to item 4, a through i.

Step Two:

Work with a broker and/or the Department of Economic Development to find a suitable location in APZ-1.

Step Three:

Work with the Departments of Planning and Economic Development to ensure that your building complies with the development standards set forth in Section 1810 of the City Zoning Ordinance.

Step Four:

Apply for the appropriate incentive program(s). Application forms, Conforming Uses Section 1804: Table 1, Conforming Uses Section 1804: Table 2, and NAICS codes may be downloaded on this page.


Existing Conforming Business in APZ-1

Step One:

Non-Conforming Businesses Moving Out of APZ-1: Relocation Incentives

Step One:

Contact the Department of Economic Development to confirm whether or not your business qualifies as a nonconforming use located in APZ-1.

Step Two:

Work with a broker and/or the Department of Economic Development to find a suitable location outside of APZ-1 within the City of Virginia Beach.

Step Three:
